Abstract
Az ipar 5.0 korszakának előretörésével a technológiai fejlődés és az etikai megfontolások közötti kapcsolat újraértelmezést nyer, különösen a mesterséges intelligencia (MI) alkalmazása kapcsán a közigazgatásban és az igazságszolgáltatásban. A kutatás központi kérdése, hogyan biztosítható az MI rendszerek igazságos, átlátható és emberközpontú működése az állami szférában. Noha az etikus MI használatáról már születtek nemzetközi irányelvek – például az EU 2024/1689 számú MI rendelete – ezek gyakorlati implementációja még számos kihívással szembesül. A tanulmány átfogó irodalmi áttekintést nyújt az ipar 5.0 etikai elveiről, különös figyelemmel az emberi méltóság védelmére, az átláthatóságra és az elszámoltathatóságra. Ezt követően elemzi az MI szerepét a közszolgáltatásokban, kiemelve azokat az előnyöket, amelyek a hatékonyság növeléséből és az állampolgári részvétel erősödéséből fakadnak. A kutatás kvalitatív elemzési módszerekkel tárja fel a technológiai bevezetés etikai következményeit, különösen a munkaerőpiac és a jogi döntéshozatal terén. Az eredmények rávilágítanak arra, hogy az ember-gép együttműködés fenntartható és méltányos megvalósítása csak akkor lehetséges, ha a szabályozási és technológiai fejlesztések az etikai normákat nem csupán kiegészítésként, hanem alapvető kiindulópontként kezelik. A tanulmány hozzájárul az MI etikai integrációjának elméleti megalapozásához és gyakorlati kereteinek kialakításához.
With the advent of Industry 5.0, the relationship between technological development and ethical considerations is being reinterpreted, particularly in relation to the use of artificial intelligence (AI) in public administration and the justice system. The central question of the research is how to ensure the fair, transparent, and human-centered operation of AI systems in the public sphere. Although international guidelines on the ethical use of AI have already been established, such as the EU Regulation 2024/1689 on AI, their practical implementation still faces numerous challenges. The study provides a comprehensive literature review of the ethical principles of Industry 5.0, with a particular focus on the protection of human dignity, transparency, and accountability. It then analyzes the role of AI in public services, highlighting the benefits that arise from increased efficiency and stronger citizen participation. The research uses qualitative analysis methods to explore the ethical implications of technological introduction, particularly in the labor market and legal decision-making. The results highlight that sustainable and equitable human-machine collaboration is only possible if regulatory and technological developments treat ethical standards not as an add-on, but as a fundamental starting point. The study contributes to the theoretical foundation and practical framework for the ethical integration of AI.
